I’ve used both, and I much prefer the dual resistance options and the ease of storage of the Xebex AirPlus rower over the Concept2. In terms of user experience while rowing, there’s no noticeable difference between the two aside from the constant resistance provided by the magnetic system on the Xebex rower.
The only drawback the Xebex rower has when compared to the Concept2 is, the Xebex rower is not allowed for use in CrossFit competitions. So, if you’re a competitive CrossFit athlete, then there’s really no choice for you but to go with the Concept2.
However, for anyone else I’d recommend the Xebex AirPlus rower instead.
